MEMORANDA To: The Chairman, Justice Idris Kutigi, Nigeria National Conference, National Judicial Institute, Mohammed Bello Center, Adjacent Jabi Junction Fly-over, Abuja – F.C.T., Nigeria. Subject: THE CHALLENGES, IMPASSE AND PUZZLE OF “HUMAN SECURITY, PEACE & DEVELOPMENT IN NIGERIA AND ACROSS THE GLOBE: THE WAY FORWARD OF A LASTING SOLUTION TITLED “BEYOND COUNTER-TERRORISM (BC-T); FROM PALLIATIVE TO PANACEA” FOR INSTITUTIONAL GLOCALIZATION. Introduction: “No smoke, they say ‘is without a fire”. The clamor by world leaders in the last two United Nations’ General Assembly for “World Peace” through “Education For Peace” and our President’s clarion call to the International Community to support her fight the monster of regional terrorism in the name of BOKO HARAM expressed in the theme of Nigeria’s Centenary Celebration titled “International Conference On Human Security, Peace And Development”, is an indication of the urgent need to address this security trend that transcends our local borders for participation by all and sundry. Coincidentally, the call for memoranda by the ongoing National Conference in pursuit and alliance of the Transformation Agenda and reiterated call by President (Dr.) Goodluck Ebele Jonathan GCFR, the MDGs and yearning aspiration of the United Nations is indeed very timely and meaningful. Hence, in pursuance of the foregoing, I have the honor to introduce the kind of educational content that will reinforce and reinvent the existing efforts to undeniably, harmlessly and amicably transform, reform, retract and reconcile the impasse and puzzle imposed by the “Contextual Correctness & Justification” of the critical form of terrorism in Nigeria and across the globe predicted by JESUS CHRIST that the world had hitherto been at a loss with over the centuries. John 16:2b states “…: yea, the time cometh, that whosoever killeth you will think that he doeth God service” etc. The establishment of peace or to say the least, improve the peace, is the foundation upon which every other development in society is hinged. Thus, the necessity and implication to look for alternative means to strengthen existing noble efforts in order to improve the peace of our society fits in squarely with the popular saying that “The cost of peace is cheaper than the cost of war” cannot be over emphasized. In this memorandum, I present the root cause of the many Challenges in Nigeria and across the globe with particular focus on the security challenges, impasse and puzzle of the critical form of terrorism in the North East of Nigeria and across the globe that is informed by the “Contextual Correctness & Justification” from one of the members of the “Religions of Abraham” i.e. Islam and the panacea of a lasting solution with eternal value for the transformation and reconciliation of the conundrum. Thus, the “Contextual Correctness & Justification that informs the critical form of terrorism across the globe and its puzzle for transformation for your consideration as follows, viz: “Fighting is obligatory for you, much as you dislike it. But you hate a thing although it is good for you, and love a thing although it is bad for you. Allah knows, but you do not” – Surah 2:216. “… Let those who would exchange the life of this world for the Hereafter, fight for the cause of Allah; whoever fights for the cause of Allah, be he slain or be he victorious. We shall richly reward him. “And why should you not fight for the cause of Allah, and for the helpless old men, women, and children who say: ‘Deliver us, Lord, from this city of wrongdoers; send forth to us a guardian from your presence; send to us one that will help us? “The true believers fight for the cause of Allah, but the infidels fight for the devil. The devil’s cunning is weak indeed” – Surah 4:73-76. “… The unbelievers are your sworn enemies. ….” – Surah 4:101. “… Seek out your enemies relentlessly. If you have suffered, they too have suffered: but you at least hope to receive from Allah what they cannot hope for” – Surah 4:104. “Believers, have fear of Allah and seek the means by which you get His favor. Fight valiantly for His cause, so that you may triumph”–Surah 5:35:-6. “O Prophet, Allah is your strength and the faithful who follow you. Prophet, rouse the faithful to arms. …………………………” – Surah 5:64. “Believers, why is it when is said to you: ‘March in the cause of Allah,’ you linger slothfully in the land? Are you content with this life in preference to the life to come? … If you do not fight, He will punish you sternly and replace you by other men” - Surah 9:38-9. “Say: ‘Are you waiting foranything to befall us except one of two things: (victory or martyrdom)? – Surah 9:52- “They will fight for His cause, slay and be slained. Such is the true pledge which He has made them in the Torah, the Gospel and the Quran. …. Proclaim the good tidings to the faithful” – Surah 9:110-111 “It is not right that all the faithful should go (to war) at once. … O believers, make war on the infidels who dwell around you. Let them find firmness in you. Know that Allah is with the righteous” – Surah 9:122-123 “Allah loves those who fight for His cause in ranks as if they were a solid cemented edifice” – Surah 61-5 “O believers! Shall I point out to you a bargain that will save you from a woeful scourge? Have faith in Allah and His Apostle and fight for His cause with your wealth and your persons” – Surah 61:10-13 etc. This is just a few of the instructive commands and insinuations from the book “CROSSROADS: the Paradox of the War against Terrorism” published in amazon.com contained in the Quran. Informed by the ‘Human Inclination to Lawlessness’ that fuels the ignorance, error and the divide predominantly amongst members of the purported “Religions of Abraham” namely Christianity, Islam and Judaism across the globe that threatens the peace and development of the world, I hereby offer as the author of the book referred above and its subject matter sequel of the innocuous panacea for the lasting solution with eternal value titled “BEYOND COUNTER-TERRORISM (BC-T); from Palliative to Panacea” as Nigeria’s Centenary Gift and export to the world to improve the peace and development across the globe. The Problem: Although, the problem in Nigeria (and across the globe) varies and is multi – dimensional i.e. ethnic, political, socio-economic, perceived injustice, corruption, cultural etc it is obvious by the day that the Civil Mandate i.e. democracy and its human limitations, in isolation cannot be the solution to life’s political problems. This is because the foundation of societies’ problem is primarily rooted in the human inclination to lawlessness. A concept supported by the canonical books of the three major religions referred to above but are grossly ignorant about. Thus, the fact of the deformation of humanity, as well require the necessity of reformation. Hence, the divide and danger it portends driven along religious ignorance, hypocrisy, selfishness, sentiment and rivalry amongst their adherents for superiority and dominance rather than for the divine appointed truth (i.e. reality) that has the inherent capacity for the reformation was clearly reflected in prophet Mohamed’s affirmation that he came for the transformation of humanity and society. “… I seek only to reform as much as I can …” – Surah 11:88-90 cf Hebrews 9:10; Acts 17:30; 1Peter 2:15 etc. And went further to assert “Say: ‘I am no prodigy among the apostles; nor do I know what will be done with or you. I follow only what is revealed to me, and my only duty is to give plain warning’ – Surah 46:9. The implication of Surah 46:9 in alliance of the earlier Books both Prophet Mohamed and the Quran came to remind of and to confirm, is that salvation is a personal race and not a corporate pursuit because the counsel in the Quran says, “O believers, you are accountable for yourselves; …” Surah 5:105 cf Surah 10:40-5 etc and therefore, “there shall be no compulsion in religion” – Surah 2:256. This rooted error over the centuries lays the foundation upon which all the other sentiments and factors referred above are built upon. And, surprisingly, the members of the “Religions of Abraham” put together constitute about Eighty Percent (80%) of Nigeria’s population and the world population as well. All things being equal imagine the synergy that could be derived from the synchronization of these groups to bring about peace and development to both national and global society toward good governance around the world to tackle lawlessness in any form from any quarter. Thus, in alliance of the earlier books in Mathew 5:9 that states “Blessed are the peacemakers: for they shall be called the children of God”, the Quran in like manner in Surah 4:85 states that “He that mediates in a good cause shall gain by mediation; but he that mediates in a bad cause shall be held accountable for its evil”. I think, Nigeria, members of this National Conference and Mr. President will be on the right course following this innocuous innovation to find a lasting solution with eternal value to the security challenges of terrorism in the North east of Nigeria and across the globe that sends people including the terrorists themselves to untimely death in hell for eternity. Argument (s): Unfortunately, these members of the purported “Religions of Abraham” are the very ones, who in ignorance, muddling up issues for society, humanity and the one and only true God and Creator of all things who in His eternal purposes is bound to retract the consequences of the “Human Inclination to Lawlessness”. The question posed therefore by their conducts then is this: Is God the author of confusion? The answer is clearly in the negative and capital NO. Otherwise, I cannot see how “… Islam and Christianity being the two divine revelations and dictate of the ALMIGHTY” according to Nigerian Inter-Religious Council (NIREC) made up of Christianity and Islam, as if they are the only religions in Nigeria as the name suggests, continue to be at constant loggerhead with each other over which is the right and true way. The composition of NIREC limited to only Christianity and Islam endorsed by the Christian Association of Nigeria (CAN) and Muslim leaders, to say the least, is the first reflection of the folly, ignorance and exercise of what truly constitutes God’s divine plan and purpose for humanity and society. Indeed, this is very misleading and contrary to the teaching of the earlier Books i.e. the Holy Bible, that prophet Mohamed and the Quran affirm came before them, the Quran is simply a Reminder of and that they came to confirm to mankind. Otherwise, I challenge the Nigerian Church leaders to read this to the Church in Nigeria and the world at large. Yet, these people are busy passing the blame on Mr. President and our security agencies, when indeed they endorsed the spiritual justification of the regional insurgency plaguing the nation. Again, do these purported Church leaders expect Mr. President and our security agents to contend against the CREATOR whom they affirmed is the dictate of the “Contextual Correctness & Justification” of terrorism in Nigeria and across the globe? Or again, does the Nigerian Church leaders of CAN want and encourage President (Dr.) Goodluck Ebele Jonathan (GCFR) the “icon of Nigeria’s Transition Order” and our security agencies to disobey the divine revelation and dictate of God? The world has witness all manner of calls for BLASPHEMY LAW and RELIGIOUS CENSORSHIP and the best of its noble and justified effort of Counter-terrorism has and will continue to be simply palliative. But, the question is whether all these can or has actually been able to adequately resolve the problem and divide created and imposed by the ignorance of the “Religions of Abraham”? The answer once again is capital NO. Rather, it is even widening the gap by the day taking into cognizance of the fact that Counter-Terrorism is a palliative paradox and only a part of the equation, which done alone makes and strengthen the resolve of insurgents as martyrs in their own context. And, who knows what extent it could eventually result into if left unattended and not reversed with the opportunity and possibility of this nature at our nation’s disposal to the world. Cyril Connolly once said: “Truth is a river that is always splitting into arms that reunite. Islanded between the arms, the inhabitants argue for a life time as to which is the main river”. While Uthman Dan Fodio put it that “Conscience is an open wound only truth can heal it”. But, prior, the divine replication and incarnation Jesus Christ (Isa al-Masih) whom all the canonical books agree upon as such said “You shall know the truth (reality) and, the truth (reality) shall set (make) you free” etc. In a recent development reported in the Vanguard Newspaper dated 2nd April, 2014 where Christian and Muslim leaders met under the aegis of Think-Nigeria Christian / Muslim Movement with the theme “Think Nigeria”, Prof. Mohammad Al-Amin presented a paper titled “The Bitter – The Better” and the CAN President’s address, the recurrent emphasizes was on speaking and addressing the truth with the quote of William James by Pastor Ayo Oritsejafor that: “the greatest revolution of our generation is the discovery that human beings by changing the inner attitudes of their minds, because of new information, can change the outer aspect of their lives”. You will observe that the pivot of William James’ quotation hinged on “NEW INFORMATION”. This is because genuine information has the implication and power of transformation. And, this is in alliance of the popular saying that “Information brings transformation”. Though, the conundrum is transformable, it can only be transformed by the exposition of the truth and right information and not by ignorance and hypocrisy as exemplified from our religious quarters to mislead human society with the grave implication of eternity in hell and the distortion of divine plan and purpose for selfish gains. . And, in alliance of the necessity and significance of true information, divine counsel even warned with sobriety in the earlier Books saying: “My people are destroyed for lack of knowledge” – Hosea 4:6 etc. While the revealers of the Quran advised prophet Mohamed saying “If you are in doubt of what we have revealed to you, ask those who have read the Book before you. The truth has come to you from your Lord: therefore do not be one of the doubters. Nor shall you deny the revelations of Allah, for then you shall be lost - Surahs 10:94-95. And further said “We have not sent any before you but men to whom We revealed (Scriptures). Ask the knowledgeable (Christians and Jews) if you do not know. (We sent) them with clear proofs and Books. And We revealed to you the Reminder (Quran) so that you may make clear to men what has been revealed to them, and that they may give thought” – Surah 16:43-45 cf Surahs 87:19 and 43:43 etc. This is the exemplary counsel and exposition for our nation to the world as it currently faces the spiritual and religious challenges reflected in our insecurity orchestrated by Satan whom the Quran by Prophet Mohammed like the earlier Books affirm is the sworn enemy of man. And, Satan’s primary weapon of expression is ignorance. So, unless Nigeria and the world at large makes haste with this possibility, inroad and road map of retraction, transformation, reformation and reconciliation of the conundrum for synergic benefit, it faces the risk of the upsurge of multiple proliferations and emergence of more religious and social movements that will seek identification, admission, recognition, influence and spread through unorthodox and more radical ways. For it written that “We can do nothing against the truth, but for the truth” and the truth shall not only set us free but will help to bring about the long sort for transformation that had hitherto eluded the world for centuries. Because, as the Quran by Prophet Mohamed also, like the earlier Books, made it obvious that “O believers, you are accountable for your selves” – Surah 5:105 and that …: “… who (God or Allah) needs none to defend Him from humiliation” – Surah 17:111 cf Judges 6:31; 2Samuel 6:6-7 etc. Challenges: A major challenge in trying to effect necessary correction and change to established issues that has existed in error over time and centuries is COGNITIVE DISSONNANCE. Thus, the challenge from the modern day Pharisees, Sadducees, Scribes and mischief workers would be to attempt all manner of distraction, lies, misrepresentation and unfounded opposition in the midst of the glaring truths put forward before them who think “godliness is gain”. And, the focus of this does not in any way exclude the formal and human Church. I say this, in fact, from my personal experience and observation over the years. For instance, in 2005 when we would have assuaged, reconciled and averted the killing spree of the regional insurgency in Nigeria before it came into national fore, a group of pastors deliberately sabotaged my speaking engagement at the All Delta State Ministers’ Conference for selfish gains. In my place was given to sell INSURANCE BOND. Wonders, they say, shall never end. However, whatever the challenges, it is surmountable. What is required is the necessary cooperation and support by the relevant and appropriate authorities especially from the owners of the civil mandate who own the divine mandate to punish disobedience. My prayer is that, the Holy Spirit should impress upon all who come across this possibility to know the gravity of the consequences of walking in the footsteps of Satan that the Quran like the earlier Books warned against, which only ends up in eternity in hell. For this reason just as the Quran required in conformity of the earlier Book, I challenge any one or group of persons, organizations and institutions to the test, scrutiny and verification of what is presented here to improve the peace and development of Nigeria and the world at large. “… Say: ‘Let us have your proof, if what you say be true” – Surah 2:111. “Will they not ponder on the Quran? If it had not come from Allah, they could have surely found in it many contradictions” – Surah 4:82. Because, “… Unbelievers are those who do not judge in accordance with Allah’s revelations …” – Surah 5:44. Relief (s): A proposition of this magnitude will not have done sufficient justice without telling what its outcome signals for society i.e. Nigeria and the world at large. Thus, its holds the following inexhaustible consequences, viz: It will help to transform, kill and as well weaken the values and motivations that inform the “Contextual Correctness and Justification” of terrorism at home (i.e. Nigeria) and abroad i.e. across the globe. The “Educational Content” (.i.e. BC-T) this proposition provides will afford Nigeria another exportable commodity to the International Community. While its cost is far cheaper to pursue, its consequences is incomparable. It will provide adherents the opportunity to retain their personality while the reality and truth is set before them with clear proofs for choice. It will provide Scholars, Institutions and nations the necessary and relevant information to further development and approach to the conundrum. It will provide Nigeria a leading and pioneering role and example that the world could copy. It will help to strengthen our Nation’s place in the global scheme of things. It will strength and enhance our relevance, relationship and networking with the International Community. The establishment of the Department of “BEYOND COUNTER-TERRORISM (BC-T); from Palliative to Panacea” by presidential fiat for institutional glocalization will be a copious example for the world i.e. the United Nations and International Community to follow. It will help to realize the United Nations yearning aspiration and need of a way forward for “World Peace” reflected in the last two General Assemblies with the timely theme “Education For Peace” It will help to provide an enabling investment environment for both local and foreign investors. It will help to position Nigeria and improve our International image as solution providers, promoters and exporters. It will help to better shape informed global policy and approach that would improve the local and international peace and development. It will open and provide the window of SOFT LANDING i.e. rethink and repentance to the pride of terrorism and terrorists. It will help and provide adherents and terrorists to overcome the critical challenge of COGNITIVE DISSONANCE, ignorance and personal obstacles to values. It help to share information and shed light on such critical and specialized challenge and issues like RECIDIVISM that experts are globally and currently at a loss with. It will provide opportunity to save more lives and properties including that of adherents. By the promotion and support of this innocuous possibility, Mr. President, the privileged members of the Nigerian National Conference of 2014 and promoters would have eked out their names and institutions in the indelible ink of time and history. God and not Satan will finally be the one to be glorified because there will be more joy in heaven etc. Prayer (s): As a matter of necessity and urgency, I will implore the members of the Nigerian National Conference, well meaning individuals, groups, Organizations and institutions in the country and particularly Nigeria’s “Icon of Transition” President Dr. Goodluck Ebele Jonathan GCFR and the Federal Government of Nigeria to give the relevant attention and support to: Partner with this innocuous innovative subject matter in the areas of FUNDING and NETWORKING. Acquire the commercial rights of the intellectual property of the book titled “CROSSROADS: the Paradox of the War against Terrorism” with amazon.com – a 470 page normative monograph, the ‘educational content’ and sequel called “BEYOND COUNTER-TERRORISM (BC-T); from Palliative to Panacea” for export to the International Community to improve global peace and development. Create the department of “BEYOND COUNTER-TERRORISM (BC-T); from Palliative to Panacea” as a copious example to the United Nations and International Community for Institutional glocalization. Strengthen our collaboration and partnership with the American Heritage University of Southern California (AHUSC) that provides the platform in this context for global outreach. Have a few minutes audience with the author of this proposition and subject matter expert etc. The purpose and objective this whole proposal is to utilize the synergy that could come from the possible reconciliation of the collective members of the “Religions of Abraham” (i.e. Christianity, Islam and Judaism) as a garnered force that supports Government to transform lawlessness and its consequences of the secondary factors in Nigeria and across the globe. Therefore, I hereby offer to our beloved Nation and amiable President (Dr.) Goodluck Ebele Jonathan GCFR, the “Educational Content” of the innocuous innovative study of “BEYOND COUNTER-TERRORISM (BC-T); from Palliative to Panacea” as Nigeria’s Centenary Gift to the world for global institutional glocalization. Conclusion (Summary): That the respective religions that make claims to the patriarch Abraham under the purported “Religions of Abraham” all profess their belief and faith in the Oneness of God is not the issue because even Satan believes the same. “Thou believest that there is one God; thou doest well: the devils also believe, and tremble” - James 2:19 cf Mathew 8:28-9; Luke 4:34 etc. But, Jesus is the bone of contention whom the avowed enemy (Satan) does not want humanity to grasped in order to be free from his (Satan’s) influence and bondage hence, the Quran and prophet Mohammed like the Books before them affirm that Jesus Christ (Isa al-Masih) is the parameter of the Day of Judgment and those who believe in him shall be above those who not – Surahs 43:61; 3:55; 19:87 etc is not in doubt. Thus, “To the law and the testimony: if they speak not according to this word, it is because there is no light (knowledge) in them” – Isaiah 8:20. This because “… Forever, O Lord, thy word is settled in heaven” – Psalm 119:89 and those particularly in the Church who invert the word as contained in John 14:6 cf Surah 19:87 for gain with consequences of misleading the people whom God potentially redeemed in Christ, which even all the respective members of the purported “Religions of Abraham” including Muslims, believe in, shall have their greater damnation in hellfire – Revelation 22:19; Romans 1:16-32.. “Search the scriptures; for in them ye think ye have eternal life: but they are they which testify of me (Jesus)” - said Jesus Christ / Isa al-Masih in John 5:39. Prophet Mohammed’s prayer request is worthy of observation: “… Lord, grant us what you promised through your Apostles”. So, what did God promise from the beginning through the Apostles? Thus saith the Lord, “I have other (potential) sheep which are not of this fold, them I must bring in”. But, “… how this thing be? The wisdom counsel of this possibility in response to this seeming agitating impossibility as it was to Mary the biological mother i.e. vessel of the divine replication and incarnation, is what I indisputably bring to this Conference to resolve the age old lingering pandemic pervading security impasse and puzzle of the critical form of terrorism in Nigeria and across the world that the world had hitherto been at a loss with over the centuries. While we appreciate and commend the justified noble efforts of the security agencies, we will implore Mr. President and the Federal Government to look out for someone who can reconcile the lingering puzzle of the “Contextual Correctness and Justification” of the critical form of terrorism and the security impasse it imposes to peace and development in Nigeria and the world at large. Attached are models and evidences to this effect for your perusal and kind consideration. In the words of divine of counsel, the distraction came by one, it is therefore expedient that the retraction should come by another. “I speak to wise men; judge ye what I say” – 1 Corinthians 10:15.
